Vehicle Operating Cards (VOC)

• Description: These cards are issued for commercial vehicles such as trucks, buses, and taxis, and are a mandatory requirement for engaging in logistics and transport activities.
• Application: Applications can be submitted through the Naql digital platform, or via SAND offices or Omani post offices.
• Requirements: Vehicle registration in the Royal Oman Police system and submission of required documents through the system.

 Exceptional Transport Permits

• Description: Special permits for transporting heavy or non-standard cargo that require additional approvals.
• Application: Submitted via the Naql platform, where the Ministry reviews the application before issuing the permit.
• Requirements: Provide details of the cargo, route, and vehicle used.

Foreign Vehicle Permits

• Description: Issuance of Permits for Foreign Means of Transport
• Application:  through the Bayan Customs System (https://www.customs.gov.om/), which include:
• • Entry of empty foreign means of transport
  • Transit of foreign means of transport
  • Exceptional loads arriving from outside the Sultanate
• Requirements: Submit vehicle information, route details, and necessary customs documents.
