Vehicle Operating Cards (VOC)
- Description: These cards are issued for commercial vehicles such as trucks, buses, and taxis, and are a mandatory requirement for engaging in logistics and transport activities.
- Application: Applications can be submitted through the Naql digital platform, or via SAND offices or Omani post offices.
- Requirements: Vehicle registration in the Royal Oman Police system and submission of required documents through the system.
Exceptional Transport Permits
- Description: Special permits for transporting heavy or non-standard cargo that require additional approvals.
- Application: Submitted via the Naql platform, where the Ministry reviews the application before issuing the permit.
- Requirements: Provide details of the cargo, route, and vehicle used.
Foreign Vehicle Permits
- Description: Issuance of Permits for Foreign Means of Transport
- Application: through the Bayan Customs System (https://www.customs.gov.om/), which include:
- Entry of empty foreign means of transport
- Transit of foreign means of transport
- Exceptional loads arriving from outside the Sultanate
- Requirements: Submit vehicle information, route details, and necessary customs documents.
Public Transport Permits
- Description: Permits for operating public transport services such as buses and taxis.
- Application: Submitted via the Naql platform, with applications reviewed by the Ministry.
- Requirements: Provide vehicle details, driver information, and required documentation.
