The data owner is the creator of the data, who determines its confidentiality classification. The recipient of the data must preserve the assigned confidentiality level and may not change it. 

 The data to be classified is identified, followed by an impact assessment to determine the consequences of its publication. If the data is sensitive and cannot be published, it is classified under one of the four classification levels.
