Explore Opportunities in Oman’s Growing Tech and Innovation Ecosystem

Following the Royal Directives of His Majesty the Sultan in November 2023, the Ministry of Transport, Communications and Information Technology launched the National Program for Artificial Intelligence and Advanced Digital Technologies, evolving from the 2022 Executive AI Program to be more comprehensive in addressing economic and social aspects, and aligned with global advancements, especially in generative AI. The program is part of the National Digital Economy Program, which aims to increase the digital economy’s contribution from 2% in 2021 to 10% by 2040 and improve Oman’s global ranking in digital economy and AI readiness indicators.

Vision: To build a competitive advantage for the Sultanate in Artificial Intelligence and Advanced Digital Technologies.

Objectives :

  • Strengthen partnerships among public and private sectors, academia, entrepreneurs, and civil society.
  • Promote AI adoption in developmental sectors (education, healthcare, security, social services).
  • Support economic diversification by integrating smart technologies into targeted productive sectors.
  • Localize industries producing AI components through engagement of private sector and startups.
  • Update education and research to meet AI technical requirements.
  • Develop flexible regulations that enable adoption of advanced technologies.
  • Establish benchmarks and indicators to measure progress compared to regional and global peers.

Promoting and Adopting AI in Economic and Development Sectors

  • Support large, small, and medium Omani factories in adopting AI in line with the industrial strategy.
  • Encourage smart consumption of energy and water in government buildings.
  • Provide incentives for local cloud computing companies to offer AIaaS.
  • Empower economic and development projects with AI.
  • Apply AI in essential services for citizens, residents, and investors.

Localizing AI Technologies

  • Build local capacities through public-private partnerships.
  • Develop the technical infrastructure.
  • Enhance research and development in AI.

Human-Centric AI Governance

  • Promote ethical, fair, and safe use of AI applications.
  • Review and update laws and policies to support responsible adoption.
  • Establish foundations that protect societal privacy and govern data collection and algorithm development.

It is a comprehensive national framework approved by the Cabinet on 19 September 2024, aimed at promoting and adopting artificial intelligence across economic and developmental sectors, localizing its technologies, and governing its applications with a human-centered vision, in line with the objectives of Oman Vision 2040.
