The Naql Digital Platform aims to contribute to and facilitate the activation of the “Vehicle Operation Card” process, as well as the issuance of permits and licenses, for all individuals and institutions operating within the Sultanate, in accordance with Oman’s Land Transport Law.
The Naql Platform is a digital service platform dedicated to issuing vehicle operation cards, licenses, and permits for those engaged in land transport activities—whether individuals or institutions. It represents one of the key pillars in implementing the Executive Regulations of the Land Transport Law, ensuring better organization of the sector.
To enhance efficiency, the platform is integrated with the Royal Oman Police’s vehicle registration system and the Invest Easy system of the Ministry of Commerce, Industry, and Investment Promotion, enabling verification of transport vehicles, drivers, and the licensed land transport activities of establishments.
- Issuing operation cards for land transport vehicles.
- Establishing a database of establishments, trucks, buses, taxis, and workforce in the sector.
- Accelerating service delivery for beneficiaries and shifting to electronic issuance of licenses and permits.
- Monitoring compliance with land transport laws and regulations.

- Issuance and renewal of operation cards for land transport vehicles.

- Issuance of permits for exceptional loads.
- Issuance of taxi licenses.
- Issuance of permits for foreign vehicles to extend their stay for more than seven days.
- Issuance of permits for foreign vehicles to transport loads between two points within the Sultanate.
