MTCIT Hosts Workshop on Data Governance

The Ministry of Transport, Communications and Information Technology (MTCIT) organized a workshop on the regulatory framework for national data governance and management, attended by representatives from various government entities and data management specialists. This initiative comes as part of the Ministry’s ongoing efforts to raise awareness and enhance understanding of this regulatory framework.

The two-day workshop aims to ensure that relevant stakeholders receive and comprehend the objectives and scope of the framework. It also seeks to define the roles and responsibilities of government units and the Ministry, in addition to providing a detailed explanation and practical training on the components of the framework.

Objectives of the Regulatory Frame​work

His Excellency Dr. Ali bin Amer Al Shidhani, Undersecretary of Communications and Information Technology at the Ministry of Transport, Communications and Information Technology, stated in his speech that the Ministry, through the issuance of this framework, aims to establish a unified and integrated national model for data governance and management. The goal is to enable digital transformation through the development of a regulatory tool that supports and facilitates the effective implementation of governance controls and frameworks within the government sector.

He added that the framework also seeks to stimulate the growth of the data-driven digital economy, ensure the security and protection of personal and sensitive data, and maximize the value of national data by improving its quality and leveraging it in development and decision-making processes.

 

Regulatory Framework Documents

The workshop included a visual presentation highlighting the key documents of the regulatory framework for national data governance and management, aimed at unifying practices across government administrative units.

The first document, titled “National Data Governance and Management Policies,” outlines the essential requirements for data governance and management, with the objective of establishing standardized and comprehensive practices across government entities. It covers thirteen key areas of data governance and management.

The second document, “Guideline for Establishing a Data Governance and Management Office,” provides the necessary elements to support government entities in setting up a dedicated administrative division for data governance and management within the entity’s digital transformation structure. It includes the office’s functions, services, processes, organizational structure, roles, and responsibilities.

The third document, “Compliance Assessment Guideline for National Data Governance and Management,” defines the methodology for assessing compliance, implementation priorities, and evaluation criteria to enable government entities to adhere to national data governance and management policies.

The workshop also featured practical models for data classification policy and data management offices. Additionally, a panel discussion was held with participation from various government units and data experts.
