This regulation establishes fines and penalties for violations of the Land Transport Law (Royal Decree 10/2016 and Exec. Reg. 2/2018). It details fines ranging from OMR 200 for unauthorized passenger transport to OMR 300 for unauthorized goods transport, along with administrative sanctions for non-compliant transport operators.

Violation Categories & Penalties

  • Unauthorized passenger transport (e.g., informal taxi operations): fine of OMR 200.
  • Unauthorized goods transport (e.g., transporting commercial items without permit): fine of OMR 300.
  • Additional fines for operating vehicles without valid license or operating card.

Enforcement Procedures

  • Inspectors empowered to issue citations on the spot.
  • Violators must pay fines and cease unauthorized activity immediately.

Record & Integration

  • Violations are logged into a centralized system integrated with Royal Oman Police (ROP) and Ministry of Labour systems starting from February 2025.
